热带农业国际科技合作平台建设问题研究——以中国热带农业科学院为例

摘　　要：科技是引领经济新常态的“第一动力”,在我国现代化建设中处于核心位置。平台是科研机构科技创新、成果转化和交流合作等活动的主要场所,是发挥各种资源要素集聚效应的整合体,也是学科建设和地位提升的基础。农业国际科技合作平台是农业科技活动的重要体现,在提升农业科技创新水平、加强农业国际交流合作、推进农业现代化建设中发挥了重要作用。文章以中国热带农业科学院国际合作平台建设为例,梳理了中国热带农业科学院国际合作平台建设现状、建设成效、经验启示及存在问题,提出了优化完善热带农业国际科技合作平台运行机制的对策建议,以期为推动热带农业国际科技合作平台可持续发展提供参考,助力提升服务国家“一带一路”倡议的能力与水平。Technology is the"primary driving force"leading the new normal of the economy and holds a central position in China's modernization efforts.Platforms serve as the main venues for scientific and technological innovation,achievement transformation,and exchange and cooperation activities of research institutes.They are integrated entities that bring together various resource elements and serve as the foundation for discipline construction and status enhancement.The agricultural international science and technology platform is a significant embodiment of agricultural scientific and technological activities,and it plays an important role in enhancing the level of agricultural scientific and technological innovation,strengthening international agricultural exchanges and cooperation,and promoting agricultural modernization.This article took the international cooperation platform construction of the Chinese Academy of Tropical Agricultural Sciences as an example,reviewed the current status,construction achievements,and existing problems of the international cooperation platform construction of the Chinese Academy of Tropical Agricultural Sciences,then summarized and analyzed the experiences and insights of the platform's construction.Furthermore,it proposed countermeasures and suggestions to optimize and improve the operation mechanism of the tropical agricultural international science and technology cooperation platform,so as to provide a reference for the sustainable development of the tropical agricultural international science and technology cooperation platform and enhance its ability and level to serve the national"Belt and Road"initiative.
