摘　　要：数字技术通过数字媒介赋予城市发展所需的驱动力,在此基础上形成了智慧城市这一城市化与信息技术融合发展的崭新模式,智慧城市所构建的城市发展模式能够充分激发内需潜能和发展动能,为推动我国共同富裕提供了新思路。文章以国家三批次智慧城市试点政策为准自然实验,在采用定基极差熵权法测算中国285个城市2010-2020年共同富裕水平的基础上,运用双重机器学习法对智慧城市建设促进城市共同富裕的动态效应、作用路径、异质性展开了理论与实证分析。研究表明,智慧城市建设对共同富裕水平具有显著的正向影响,该影响在人力资本雄厚、金融业发展水平较高和信息基础设施较完善的城市更为明显。智慧城市试点建设对共同富裕水平的促进效应并非能一蹴而就,存在滞后性,即发展智慧城市建设以促进共同富裕需要一定的周期。缓解资源错配、提升城市创新创业活力和优化产业结构是智慧城市建设促进共同富裕的重要传导机制。在此基础上提出了推进智慧城市建设以提升共同富裕水平的政策建议,研究内容丰富了推进城市共同富裕的经验证据和实证研究,对推进城市数智化发展和地区共同富裕水平提升具有理论与实践参考价值。Digital technology empowers cities with the driving forces needed for development through digital media.On this basis,the smart city,which is a new model of urbanization and information technology integration and development,has been formed.The urban development model constructed by smart cities can fully stimulate the potential of domestic demand and development momentum,providing new ideas for promoting common prosperity in China.Based on the three batches of national smart city pilot policies as a quasi-natural experiment,this paper uses the fixed-base extreme difference entropy weighting method to measure the level of common prosperity in 285 cities in China from 2010 to 2020,and use the dual machine learning method to carry out a theoretical and empirical analysis of the dynamic effects,paths,and heterogeneity of the smart city construction to promote the common prosperity of the cities.Research has shown that,the construction of smart cities has a significant positive effect on the level of common prosperity,and this effect is more pronounced in cities with strong human capital,higher levels of financial sector development and better information infrastructure.The promotional effect of smart city pilot construction on the level of common prosperity cannot be achieved overnight,and there is a lag,i.e.,it takes a certain period to develop smart city construction to promote common prosperity.Alleviating resource mismatch,enhancing urban innovation and entrepreneurial vitality,and optimizing industrial structure are important transmission mechanisms for smart city construction to promote common prosperity.On this basis,policy recommendations are put forward to promote the construction of smart cities to enhance the level of common prosperity.The research content enriches the empirical evidence and empirical research on promoting urban common prosperity,and has theoretical and practical reference value for promoting urban digitization development and improving regional common prosperity.
