摘　　要：随着高速公路建设的不断推进,涉及多方主体的利益冲突问题日益突显,解决这些冲突是改善工程进度和成本的关键。采用问卷调查和专家评分方法获取数据,结合DEMATEL和ISM方法,明确了利益冲突的关键影响因素,并建立了从底层到顶层的多层次影响因素结构。结果显示:项目主体间信守承诺和项目运营期收益情况是核心关键影响因素;项目参与者目标一致性和特许经营权年限不合理是利益冲突的直接诱因。为此,提出了一系列策略和建议,以帮助PPP项目各主体更好地协作,减轻利益冲突,提高项目的成功率和质量。With the continuous advancement of highway construction,the issue of conflicting interests among multiple stakeholdershas become increasingly prominent.Resolving these conflicts is key to improving project progress and cost-effectiveness.This studyutilized questionnaire surveys and expert ratings to gather data,employed DEMATEL and ISM methods to identify the keyinfluencing factors of interest conflicts,and established a multi-level hierarchical structure from bottom to top.The research findingsindicate that:Commitment between project entities and profitability during project operation are core key influencing factors;Consistency of objectives among project participants and unreasonable franchise tenure are direct triggers of interest conflicts.Toaddress these issues,we propose a series of strategies and recommendations to facilitate better collaboration among stakeholders inPPP projects,mitigate interest conflicts,and enhance project success rates and quality.
