摘　　要：公共社会支出是衡量区域福利发展的关键概念,本研究界定我国公共社会支出的范畴并进行测量,同时采用时间序列聚类分析揭示省级政府2000—2020年公共社会支出的变化特征。研究发现:公共社会支出的内在结构决定了我国福利扩张的变化特征,从分类支出的结果来看,社会保护支出决定了我国公共社会支出具有典型的阶段性扩张特征;不同省级政府间的公共社会支出存在系统差异,与我国经济增长态势相悖,即经济发展相对落后地区的公共社会支出占地区生产总值比重反而更高,呈现“西北东北高、东南低”的空间特征;我国地方政府公共社会支出变化特征主要分为4种类型:平稳增长型、阶梯上升型、剧烈波折型和波动增长型。要理解中国的福利扩张,关键在于准确把握地方公共社会支出的结构变迁。Public social spending is a key concept for measuring regional welfare development.This paper defines the scope of China's public social spending,and adopts a time series cluster analysis to reveal the changes of provincial governments'public social spending from 2000 to 2020.It is found that the internal structure of public social spending determines the changing characteristics of welfare expansion in China,and in terms of the results of categorized spending,social protection spending determines the typical staged expansion of China's public social spending;there is a systematic difference in public social spending among different provincial governments,which is contrary to China's economic growth,i.e.,public social spending of relatively backward areas as a share of Gross Regional Product is even higher,showing the spatial features of"high in the northwest and northeast,and low in the southeast";the changes in the public social spending of China's local governments are mainly divided into four types:stable growth,step-up,dramatic twists and turns,and fluctuating growth.The key to understanding China's welfare expansion lies in accurately grasping the structural changes in local public social spending.
