摘　　要：基层群团组织在落实自上而下的组织改革方案时,会面临较为均质的制度和政策资源、外部环境和组织领域,因此,作为基层群团组织的基层工会组织大多通过类似的结构调整来完善组织的常规功能,表现出组织趋同特征。在回应职工需求、创造新型服务时,往往通过合作和学习履行职责,更多表现出创新性、多元化和趋异性等特征。在群团组织改革中的组织趋同和组织创新通过具有主动性的组织成员和自主性的组织行动实现深度融合,并借此建构自身行动力。通过基层工会改革案例剖析可知,基层群团组织改革在实现组织的政治性和社会性时要有智慧、有思路。特别是在参与社会治理的过程中开展了兼具政治性和社会性的行动,在变革过程中对公共组织的传统理念进行重塑,改革思路倾向于选择行动主义的组织建构方案。新的组织建构思路注重对话、自主性、开放性,能够将群团组织的政治性和社会性融合起来,实现其从政治动员者到治理行动者的角色转变。In implementing top-down organizational reform plans,primary-level group organizations are faced with relatively homogeneous institutional and policy resources,external environments and organizational fields,and therefore as a primary-level group organization,the primary-level trade unions tend to improve their regular functions through similar structural adjustments,displaying organizational convergence,while in responding to workers'needs and creating new types of services,they perform their duties through cooperation and learning,showing the features of innovation,diversity and divergence.Organizational convergence and organizational innovation in the reform of the group organizations have achieved deep integration by proactive organizational members and autonomous organizational actions,through which the organizations have improved their efficiency.The case study shows that the reform of primary-level group organizations should be wise and thoughtful in realizing the political and social pursuit of the organizations.In the process of participating in social governance,the primary-level group organizations have carried out actions that are both political and social,and in the process of reforms,they have reshaped the traditional concepts of public organizations,and tend to choose an activist approach to organizational construction.The new approach to organizational construction focuses on dialogue,autonomy and openness,and is able to integrate the political and social dimensions of the organizations,thus transforming their role from political mobilizers to actors in governance.
