摘　　要：全面提升人口整体素质、以人口高质量发展支撑中国式现代化,是以习近平同志为核心的党中央着眼全面建设社会主义现代化国家的战略安排,为引领西藏人口发展新常态指明了前进方向。西藏人口发展新常态与全国人口发展新常态具有一致性,是中国人口发展新常态的地区性特殊表现,我们不仅要遵循我国人口发展的一般性规律,也要因地制宜地推动西藏人口发展的特殊性实践,以全面提升人口整体素质为重点推进西藏人口高质量发展,进而推动社会主义现代化新西藏建设。Comprehensively improving the overall quality of the population and supporting Chinese-style modernization nwith high h-quality ypopulation development is a strategic arrangement of the CPC Central Committee with Comrade Xi Jinping at its core to comprehensively build a modern socialist country,and points out the way forward for leading the new nor-mal of population development in Xizang.The new nor-mal of population development in Xizang is consistent with the new normal of population development in the whole country,which is a special regional manifestation of the new normal of population development in China.We should not only follow the general laws of China's population development,but also promote the special practice of Xizang's population development in light of local conditions,and focus on promoting the high-quality development of Xizang's population by compre-hensively improving the overall quality of the popula-tion,so as to promote the construction of a new socialist modern Xizang.
