摘  要:为提高水利工程信息化建设的质量,在国家标准、行业标准、地方标准的基础上,应结合管理部门在建设管理、运营管理和企业管理等方面的需求,构建科学、合理的项目标准规范体系。本文结合数字引江济淮工程立体感知、网络传输、数据资源、应用支撑、业务应用以及安全保障体系、运维保障体系等建设内容,编制由1套规章制度、4类技术标准规范组成的标准规范体系,按照起草、征求意见、送审、审查、报批、标准发布及公开流程,将信息采集系统、网络传输系统、计算机网络及网络安全系统、数据资源管理平台、应用支撑平台、业务应用系统等的硬件和软件集成为具有优良性价比和高度协调一致的有机整体,保障数据资源整合和网络安全,为同类水利工程信息化标准规范体系建设提供参考。To improve the quality of information technology construction in water conservancy projects,a scientific and reasonable project system of standards and specifications should be built based on national standards,sectoral standards,and local standards,combined with the needs of administrative departments in terms of construction management,operation management,and enterprise management.This paper combines the construction of the Digital Yangtze-to-Huaihe Water Diversion Project,including three-dimensional perception,network transmission,data resources,application support,business application,security guarantee system,as well as operation and maintenance guarantee system.It establishes a system of standards and specifications consisting of one set of regulations and four categories of technical standards and regulations.Following the process of drafting,soliciting opinions,submission for review,examination,approval,and standards publication and disclosure,the hardware and software of the information collection system,network transmission system,computer network and network security system,data resource management platform,application support platform,and business application system are integrated into an organic whole with excellent cost performance and high consistency.It ensures the integration of data resources and network security,providing a reference for the construction of system of information standards and specifications of similar water conservancy projects.
