市县级气象观测质量管理体系运行问题分析与应用效益评估

摘　　要：本文根据四川省气象观测质量管理体系运行情况,分析了2021—2024年省级内审过程中市县气象部门存在的不符合项和改进建议项问题,并基于观测业务质量对体系运行的应用效益进行评估。结果表明:体系运行以来,实现了气象观测领域的标准化和规范化管理,市县级气象观测业务质量有一定提升,问题主要集中在业务管理、业务运行、装备维护维修、仓储管理和计量业务等方面,对此,提出了加强对体系的宣贯、强化人员素质和培训、优化体系文件和持续跟踪改进的建议,以期为体系在市县级气象观测领域的持续有效运行提供依据。This paper analyzes the non-conformance terms and improvement suggestions of meteorological departments in cities and counties of Sichuan during the provincial internal audit process from 2021 to 2024 based on the operation of the meteorological observation quality management system in Sichuan,and evaluates the application benefits of the system operation based on the quality of observation business.The results show that since the operation of the system,standardized management in the field of meteorological observation has been achieved,and the quality of meteorological observation services at the city and county levels has been improved to a certain extent.The problems mainly relate to business management,business operation,equipment maintenance and repair,warehouse management,and measurement services.In this regard,suggestions have been put forward to strengthen the promotion of the system,enhance personnel quality and training,optimize system documents,and continuously track and improve the situation,in order to provide a basis for the continuous and effective operation of the system in the field of meteorological observation at the city and county levels.
