“三新”导向下都市农业高质量发展的评价与策略研究——以长株潭都市圈为例

摘　　要：基于新农业、新市场、新社会等三新指向视角,构建都市农业高质量发展评价指标体系,测算长株潭都市圈都市农业高质量发展综合指数,并利用熵权TOPSIS模型评价其所处的发展阶段。研究发现:经过18年的发展,长株潭都市圈都市农业高质量发展指数呈逐年上升趋势,从2005年的0.1271增长到2022年的0.7523,且目前已进入较高水平发展阶段;新农业、新市场和新社会三个指标发展指数均呈上升趋势,其中新社会的发展水平最高,新市场的发展水平最低,反映出长株潭都市圈都市农业发展的质量。基于此,新时代推动长株潭都市圈都市农业高质量发展,应借力都市圈优质资源,加强农业科技创新,发展高效生态新农业;嵌入都市圈统一大市场建设,加强农业的国际交流与合作,不断开拓农业新市场;充分发挥都市农业的辐射带动作用,促进城乡融合发展,打造生态文明和谐新社会。Based on the three new perspectives of new agriculture,new market and new society,a high-quality development evaluation index system for urban agriculture is constructed.The comprehensive index for high-quality development of urban agriculture in Changsha-Zhuzhou-Xiangtan metropolitan area is calculated,and the entropy weight TOPSIS model is used to evaluate its development stage.Research has found that after 18 years of development,the high-quality development index of urban agriculture in Changsha-Zhuzhou-Xiangtan metropolitan area has been on the rise year by year,increasing from 0.1271 in 2005 to 0.7523 in 2022,and it has entered a relatively high level of development stage.The development indicators of new agriculture,new market,and new society are all showing an upward trend,among which the development level of new society is the highest,and that of new market is the lowest,reflecting the quality of urban agricultural development in Changsha-Zhuzhou-Xiangtan metropolitan area is comparatively moderate.Based on this,in order to promote the high-quality development of urban agriculture in Changsha-Zhuzhou-Xiangtan metropolitan area in the new era,we should leverage the high-quality resources of the metropolitan area,strengthen agricultural technology innovation,and develop efficient ecological new agriculture.It also need to be embed in the construction of a unified large market in urban areas,strengthen international exchanges and cooperation in agriculture,and continuously explore new markets for urban agriculture.So as to fully leverage the radiation and driving role of urban agriculture,promote urban-rural integration and development,and create a new society with ecological civilization and harmony.
