摘  要:党的二十届三中全会提出“提升国家创新体系整体效能”“完善实施区域协调发展战略机制,推动京津冀、长三角、粤港澳大湾区等地区更好发挥高质量发展动力源作用”。为充分利用三大引擎区的创新效率溢出效应,需着力提升国家创新体系的整体效能。利用随机前沿生产函数和空间计量模型,定量测度和研究三大引擎区科技创新效率和主要影响因素,可为我国科技创新发展战略的制定和创新资源的配置优化提供参考。结果显示:党的十八大以来,三大引擎区科技创新效率呈现整体上升趋势,但区域集聚程度放缓,粤港澳大湾区平均科技创新效率最高,京津冀地区的增速最快,长三角地区的空间集聚趋势最明显。进一步分析发现,区际、区内合作仍不通畅、对高素质劳动力的使用未能形成合力、企业创新主体的作用尚未完全发挥,对三大引擎区科技创新效率提升形成掣肘。The Third Plenary Session of the 20th CPC Central Committee proposed to"boost the overall performance of the China's innovation system"and to"improve mechanisms for implementing the coordinated regional development strategy and enable regions like the Beijing-Tianjin-Hebei region(BTH),the Yangtze River Delta(YRD),and the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)to better play their roles as engines of high-quality development."The full utilization of the innovation efficiency spillover effect of the three major engine regions requires the boost of the overall performance of China's innovation system.Through the use of the stochastic frontier production function and spatial econometric models,this paper quantitatively measured and studied the scientific and technological innovation efficiency and main influencing factors of the three major engine regions,and provided a reference for the formulation of China's scientific and technological innovation development strategy and the optimization of innovation resource allocation.The results showed that since the 18th CPC National Congress,the scientific and technological innovation efficiency of the three major engine regions had shown an overall upward trend while the degree of regional agglomeration has slowed down with the average technological innovation efficiency of the GBA being the highest,the growth rate of the BTH region being the fastest,and the trend of spatial agglomeration of the YRD being the most obvious.Further analysis revealed that inter-regional and intra-regional cooperation was still not smooth,the use of high-quality labor force had not formed a joint force,and the role of enterprises as the main body of innovation had not been fully played,which hindered the improvement of the scientific and technological innovation efficiency in the three major engine regions.
