摘　　要：目的分析湖南省市、县两级疾控机构能力建设情况,为公共卫生体系建设及疾控机构未来发展提供思路。方法收集2021—2022年间143家市级和县区级疾病预防控制中心(简称疾控中心)财政经费支持、能力提升和设备更新情况并进行统计学分析。结果两年间,大部分市、县区级疾控中心获得来自不同级别的财政经费支持,其中张家界市全部来自国家/省级财政支持(100.00%),长沙市县区财政支持占比较大(65.52%)。长沙市、永州市辖区内的疾控中心能力提升以扩项为主,衡阳市和岳阳市则更多的是提高原有项目的质量和数量。长沙市投入数额较大的经费采购了较多的仪器设备,但张家界市和益阳市购入的设备单价更高。是否获得本级财政专项经费(B=-1.843)和是否进行绩效考核(B=-2.261)是能力提升的影响因素。结论加大经费保障、开展绩效考核是推动疾控机构能力建设的有效措施。Objective To analyze the situation of capacity building of disease prevention and control institutions at city and county levels in Hunan Province,and to provide ideas for construction of public health system and future development of disease prevention and control institutions.Methods We collected the information about the status of financial support,capacity improvement and equipment update in 143 city-,county-and district-level centers for disease control and prevention(CDCs for short)during 2021-2022,and then statistically analyzed.Results During the two-year period,most of the city-,county-and district-level CDCs received funding support from different levels,with Zhangjiajie receiving all financial inputs from the state/provincial level(100%),and Changsha receiving a large proportion of inputs from the county-and district-level(65.52%).The capacities of CDCs in Changsha City and Yongzhou City were mainly improved by expanding items,while improving the qualities and quantities of original projects was more prevalent in Hengyang City and Yueyang City.Changsha purchased the most equipment with the highest amount of money,but Zhangjiajie and Yiyang purchased the equipment at a higher unit price.Whether special funds had been obtained or not(B=-1.843)and whether standardized construction had been assessed or not(B=-2.261)were the factors influencing capacity improvement.Conclusion Increasing fund guarantee and conducting project performance assessment are effective measures to promote the capacity building of disease prevention and control institutions.
