摘　　要：出版数据要素“是什么”“有何特征”“有何功能”是认知和理解出版数据要素的基础问题。出版数据要素是指以比特形式被计算机存储和处理,并被投入出版生产经营过程中的数据资源。作为关键生产要素,出版数据要素成本低、大规模易获取、用途广泛,还具备虚拟性、非竞争性、部分排他性、规模报酬递增及智能即时性特征。出版数据要素的挖掘、建设和应用,有助于丰富出版要素体系,提升出版要素体系质量;有利于创新数据出版新业态,完善出版业价值体系;能够有效打通融合出版数据底座,强化全媒体出版传播体系构建;有益于完善出版治理方式,推动出版治理体系现代化;最终实现生产要素体系底座的创新,推动出版业高质量发展。The concepts,characteristics and functions are the basic to recognize and understand publication data elements.Publishing data elements refer to the data resources stored and processed by computers in the form of bits and put into publishing production and operation.As key production factors,publishing data elements are characterized by low cost,large-scale acce ssibility and wide range of uses,as well as vir tualization,non-competitiveness,partial exclusivity,incremental returns to scale,and intelligent immediacy.The excavation,construction and application of publishing data elements can help enrich publishing element system and improve system quality;can help innovate new data publishing industry and improve the value system of publishing industry;can effectively open up the database of convergent publishing and strengthen the construction of all-media publishing and dissemination system;can help improve publishing governance and modernize publishing governance system;can finally realize the innovation of the production element system base and promote the high-quality development of publishing industry.
