摘　　要：出版数据分级旨在平衡数据安全与数据流通的关系,即根据出版数据的不同级别匹配差异化的安全保护措施与流通使用规则,在保障出版数据安全的前提下,发挥出版数据的资产价值。出版数据分级,应贯彻依从性与自主性相结合、稳定性与时效性相结合、合理客观与就高从严相结合的基本原则,基于数据资产梳理、数据分类、数据分级准备、数据级别判定与数据级别审核批准的实施流程,通过评估出版数据的安全性,综合考量出版数据的影响对象和影响程度,确定出版数据的级别标识。出版数据至少应区分核心、重要与一般出版数据这三个级别,且以重要出版数据的安全保护措施和流通使用规则为基础,对核心出版数据与一般出版数据分别实行更严格或更宽松的管理制度。Publishing data classification aims to balance the relationship between data security and data circulation,i.e,matching different protection measures and circulation rules according to different levels of publishing data,so as to give full play to the asset value of publishing data under the premise of safeguarding publishing data security.Publishing data classification should implement the principles of combining compliance with autonomy,stability with timeliness,and reasonableness with objectivity and strictness.Based on the implementation process of data asset sorting,dassification,detailed preparation,level determination,level review and approval,publishing data level marking is determined by evaluating its security and comprehensively considering the influencing objects and degree.At least three levels of publishing data should be distinguished:core,important and general publishing data.Based on the protection measures and circulation rules of important publishing data,a stricter or more lenient management system should be implemented for core and general publishing data respectively.
