摘　　要：规范管理铁路运输技术规章实施过程中发现的问题,有利于提升技术规章适应性和有效性。通过调研分析各铁路局集团公司在技术规章实施过程中发现问题的类型和管理方式,研究这些问题的全过程管理方式,针对不同阶段的具体内容,提出对应的管理方式,进一步探索技术规章发布实施后的管理重点,为技术规章的维护和完善提供新的思路。The standardized management of the problems discovered during the implementation of railway transportation technical regulations is conducive to improving the adaptability and effectiveness of technical regulations.Through investigation and analysis on the types and management methods of the problems discovered during the implementation of technical regulations in various railway bureau group companies,the whole process management mode of these problems is studied.According to the specific content of different stages,the corresponding management mode is put forward,which can further explore the management focus after the release and implementation of technical regulations,and provide new ideas for maintaining and improving the content of technical regulations.
