论新型研究型大学的“新”逻辑

摘　　要：加快建设一批新型研究型大学是我国为解决当下面临的“卡脖子”技术难题的创新举措,也是我国推进高等教育现代化、建设高等教育强国、培养大批拔尖创新人才的重要抉择。新型研究型大学最为强大的基因是“加速发展”,它是在借鉴国际上新兴研究型大学基础上构建的,旨在推动我国研究型大学建设实现跨越式发展。如此,就需要探讨新型研究型大学之所以“新”的逻辑。经过系统考察发现,新型研究型大学超越了传统大学的渐进式发展模式,在精选的学科领域实施重点突破策略,采用全球招聘教师的选拔模式,借助大学排行榜的放大效应,成功引入企业化的经营模式,将管理效能提升到极致,从而实现了大学发展范式的转变。故而,新型研究型大学之“新”就在于实现了大学组织模式创新,超越了传统大学的学术自治逻辑,实现了管理主导的跨越式发展。Speeding up the construction of a number of neotype research universities is an innovative measure for China to solve the current technical“bottleneck”problems,and it is also an important decision for China to promote modernization of higher education,build a leading country in higher education,and cultivate a large number of top-notch innovative talents.The strongest gene of neotype research universities is“accelerating development”,which is built on the basis of learning from emerging research universities in the international community,aiming to promote the leapfrog development of China’s research university construction.Therefore,it is necessary to explore the logic behind why neotype research universities are“new”.After systematic investigation,it was found that the neotype research university has surpassed the traditional gradual development mode of universities,implemented the strategy of key breakthroughs in selected disciplines,adopted a global recruitment mode for faculty selection,and successfully introduced an enterprise management mode with the multiplying effect of university rankings, improving management efficiency to the extreme, thereby achieving a paradigm shift in university development. Therefore, the “ new ” of neotype research universities lies in achieving innovative organizational modes, surpassing traditional university academic autonomy logic, and achieving management led by leapfrog development.
