摘 要:本文系统梳理中国海洋环境规制的发展历程,构建三级指标评价体系,采用熵值-TOPSIS法,分别对2003~2019年中国沿海9省(区)海洋环境规制进行测算。同时,运用空间分析技术,对中国海洋环境规制的时空演变特征、区域差异进行客观分析。研究表明,在研究期内,中国海洋环境规制强度呈上下波动的变化趋势。其中,河北、江苏、浙江海洋环境规制较为严格,辽宁、山东、广东海洋环境规制强度适中,福建、广西、海南海洋环境规制强度较低。从区域差异来看,中国海洋环境规制的区域差异呈现先缩小后逐步平稳的变化趋势。其中,命令控制型海洋环境规制在各沿海地区的区域差异较小,市场激励型和自愿参与型海洋环境规制均存在较大的区域差异。This article systematically combs the development process of my country’s marine environmental regulation,constructs a three-level index evaluation system,and uses the entropy value-TOPSIS method to conduct 9 Provincial(regional)marine environmental regulations are calculated.At the same time,spatial analysis technology is used to objective-ly analyze the spatiotemporal evolution characteristics and regional differences of my country’s marine environmental regulations.Research shows:During the study period,the in-tensity of my country’s marine environmental regulations fluctuated upwards and down-wards.Among them,Zhejiang,Jiangsu,and Hebei have relatively strict marine environmen-tal regulations,Guangdong,Liaoning,and Shandong have moderate marine environmental regulations,and Fujian,Guangxi,and Hainan have relatively low marine environmental regu-lations.From the perspective of regional differences,the regional differences in my country’s marine environmental regulations show a trend of first narrowing and then gradually stabili-zing.Among them,command-and-control marine environmental regulation has small regional differences in various coastal areas,while market incentive-based and voluntary participation-based marine environmental regulation have large regional differences.
