摘　　要：海洋是高质量发展战略要地。创新驱动是发展的第一动力,也是未来进步的关键所在,对于海洋产业至关重要。本文通过分析海洋科技创新投入和产出状况,以及全国海洋经济发展状况和主要海洋产业发展状况,探究阻碍海洋科技创新驱动海洋经济高质量发展的问题,并提出海洋科技创新促进海洋经济高质量发展对策:加大海洋科技创新的投入力度、调整海洋科技整体布局、完善海洋科技创新法律法规和构建海洋科技研发机制。The ocean is a strategic place for high-quality development.Innovation-driv-en is the first driving force for development and the key to future progress,which is crucial for the Marine industry.By analyzing the current status of Marine science and technology in-put and output,as well as the development status of the national Marine economy and major Marine industries,this paper explores the problems that hinder Marine science and technolo-gy innovation to drive the high-quality development of Marine economy,and puts forward countermeasures for Marine science and technology innovation to promote the high-quality development of Marine economy:We will increase investment in Marine science and tech-nology innovation,adjust the overall layout of Marine science and technology,improve laws and regulations on Marine science and technology innovation,and establish a mechanism for Marine science and technology research and development.
