财政政策推动青岛海洋主导产业发展的内在机理与策略优化

摘　　要：为了挖掘海洋经济发展的潜力、进一步提高海洋经济对经济增长的贡献率,必须大力培育和支持海洋产业的发展。本文以政策工具理论和主导产业理论为理论基础,剖析财政政策推动海洋主导产业发展的内在机理,认为应充分发挥海洋主导产业具备的关联带动效应和引领产业发展趋势的特点,加大对海洋主导产业发展的政策支持力度。在此基础上,本文结合青岛现行的财政政策和海洋产业发展的实际,提出运用税收优惠、政府引导基金、海洋公债和专项转移支付等财政政策工具推动海洋主导产业发展,以期推动青岛海洋经济的高质量发展。In order to tap the potential of the development of the marine economy and further improve the contribution rate of the marine economy to economic growth,it is neces-sary to vigorously cultivate and support the development of the marine industry.Based on the theory of policy tools and the theory of leading industry,this paper analyzes the internal mechanism of the development of the marine leading industry promoted by fiscal policy,and believes that the characteristics of the marine leading industry should be given full play to the leading effect and the leading trend of the development of the industry,and the policy support for the marine leading industry should be strengthened.On this basis,combined with the current fiscal policy and the actual situation of the marine industry in Qingdao,this pa-per puts forward the optimization strategy of promoting the development of the marine lead-ing industry by using the financial policy tools such as tax incentives,government guiding funds,marine public bonds and special transfer payments,so as to promote the high-quality development of the marine economy in Qingdao.
