清末民初步军统领衙门存废之争  

Dispute over Preservation and Abolition of Land Force Command Army Yamen during Late Qing Dynasty and Early Republic of China

摘　　要：清末新政时期,随着京师新式治安管理机构的设立,加之步军统领衙门自身的局限性日益凸显,废除步军统领衙门的呼声兴起,但朝野仍然存在保留步军统领衙门的声音。民国初年,在刷新政治、废督裁兵、改良警政的大环境之下,改组和裁撤步军统领衙门的呼吁再起,并且在与继续保留该衙门声音的相互拉锯中声势日隆,步军统领衙门也确实进行了一系列的改革。因为该衙门于京师秩序,特别是京师四郊的治安仍然有一定程度上的裨益,所以步军统领衙门得以继续保留,但已是强弩之末。最终,步军统领衙门在冯玉祥等人发动“北京政变”后成为历史。步军统领衙门的存废之争是清末民初政治与社会格局演变的一个缩影。In the New policy period at the end of Qing Dynasty,with the establishment of the new public security management organization of the capital and the increasingly prominent limitations of the Land Force Command Army Yamen,the voice of abolishing the Land Force Command Army Yamen began to rise.But there were still voices of retaining the Land Force Command Army Yamen.In the early years of the Republic of China,under the general environment of refreshing politics,abolishing governors and soldiers,and improving police administration,the call for restructuring and abolishing Land Force Command Army Yamen was renewed,and the voice of continuing to retain the Land Force Command Army Yamen was growing louder.Land Force Command Army Yamen did carry out a series of reforms,but because the Land Force Command Army Yamen was in the order of the Capital,In particular,the security of the four suburbs of the capital division still had a certain degree of benefit.So the Land Force Com-mand Army Yamen can continue to be retained,but it was already a spent force.In the end,the Land Force Command Army Yamen entered history in the“Beijing Coup”launched by Feng Yuxiang and others.The dispute over the preservation and abolition of the Land Force Command Army Yamen is a microcosm of the evolution of the political and social pattern in the late Qing Dynasty and the early Republic of China.
