摘　　要：世界进入动荡变革期,国际竞争越来越体现为制度、规则、法律之争。“第二个结合”作为法治中国建设的文化向度,主要阐述了在具象化实践中,要汲取中华传统法律文化智慧,结合社会主义法治理念,坚持马克思主义方法论,以形成具有中国特色的法治文化。通过凝聚以人为本的共同价值,发挥法治文化的文化力、发展力和信仰力,推动法治中国建设不断向前发展。推进立体化的动态论、教育论及传播论协同发展的前纵之路,以守正创新为导向,强调法治宣传的重要性,充分利用数智媒介,促进法治文化思想的文明交流互鉴。守正与创新是共生互存、辩证统一的关系,守正是为了法治更好地发展,创新是法治发展的动力。全面依法治国是对传统法律文化的传承,挖掘优秀传统法律文化之精华,汲取与时俱进的现代法治理念,将优秀传统法律文化内化为现代法治中国建设的持久动力。The world has entered a period of turbulence and change,and international competition is increasingly embodied in the struggle of systems,rules,and laws.As the cultural dimension of the legal construction in China,the“second combination”mainly expounds that in the concrete practice,it is necessary to absorb the wisdom of traditional Chinese legal culture,combine the concept of socialist rule of law,and adhere to the Marxist methodology,so as to form a legal culture with Chinese characteristics.By condensing the common values of people-oriented,and giving full play to the cultural,developmental,and belief power of the legal culture,we will promote the continuous development of the legal construction in China.The longitudinal path to promote the coordinated development of three-dimensional dynamics,education,and communication theory is guided by inheritance and innovation,emphasizing the importance of legal publicity,making full use of digital and intelligent media,and promoting civilized exchanges and mutual learning of legal culture and thought.Integrity and innovation are the relationship of symbiosis and dialectical unity.Inheritance is for the better development of the legal construction,and innovation is the driving force.Comprehensively governing the country according to law is the inheritance of traditional legal culture,excavating the essence of excellent traditional legal culture,absorbing the concept of modern legal construction that keeps pace with the times,and internalizing excellent traditional legal culture as a lasting driving force for the legal construction in China.
