摘　　要：PPP项目成本对服务定价和项目运营至关重要,是政企合作的核心关注点之一。本文基于规制激励理论,借助实地调研问卷数据,运用结构方程模型对垃圾清运服务成本及其影响因素进行分析。结果表明:社会资本可凭借服务管理直接影响垃圾清运服务数量、技术和服务成本,间接影响服务质量;技术对服务数量具有显著正向作用,且两者均能正向影响垃圾清运服务质量。基于此,可从社会资本评级、绩效监管和产业升级等方面,进一步促进垃圾清运PPP项目规范运营。The service cost of PPP projects is important to the service pricing and project operation,and is one of the core concerns of cooperation between government and enterprises.Based on the theory of regulatory incentives,this paper uses the structural equation model to analyze the relationship between the cost of domestic waste removal service and its in-fluencing factors.The results show that:the enterprises can use service management to directly affect the quantity,technology and cost of waste removal service,and indirectly affect the service quality.The technology has a significant positive effect on the service quantity,and both of them can positively affect the service quality.Based on this,we can focus on enterprise rat-ing,performance supervision and industrial upgrading to further promote the standardized operation of domestic waste re-moval PPP projects.
