摘　　要：从科研档案数据共享风险防范的背景、风险内容及风险规避方法三个方面,深入探究了科研档案数据共享风险规避的动因、风险类型和应对策略。总结分析表明,科研档案数据共享面临着国家安全风险、知识产权风险、科研档案数据被过度利用风险、科研档案数据质量风险以及隐私泄露风险等。为加快推进科研档案数据共享进程,并加强风险规避,提出完善科研档案数据共享法规政策、构建科研档案数据共享知识产权保护机制、制定科研档案数据共享规范与监管制度、提高科研档案数据质量、充分利用隐私增强技术等策略。From the scientific research archives open sharing risk prevention background,risk content and risk avoidance methods,the motivation,risk types and coping strategies of risk avoidance in the open sharing of scientific research archives are studied from three aspects.It is concluded that the opening and sharing of scientific research archives in China faces national security risks,intellectual property risk,risk of overutilization of scientific research archive data,research archive data quality risk,privacy risk,etc.To accelerate the process of opening and sharing scientific research archives,greater risk aversion is urgently needed,establish the concept of open sharing and security of scientific research archives,improve regulations and policies on the opening and sharing of scientific research archives,a mechanism to protect intellectual property rights for scientific research archives to be open and shared has been established,formulate norms and supervision systems for the opening and sharing of scientific research archives,improve the data quality of scientific research archives,take advantage of privacy enhancements.
