摘  要:以治理创新为手段推进院系治理现代化,是我国大学治理实现现代化的前提和基础。制度变迁理论对于阐释治理创新的实现机制和策略选择具有较强的解释力,可通过降低理论阈值和分析维度使其更加适配于院系治理创新研究;其中,制度移植和制度创新是实现制度变迁的主要途径。在制度变迁过程中,制度黏性不足与路径依赖是院系治理创新中可能出现制度失灵和制度陷阱的主要原因。促进制度移植与制度创新的有机融合、建立健全高校院系领导制度及其体制机制、探索建立保障院系治理基本制度有序迭代的容错机制,构成了以制度变迁方式推进院系治理创新的行动框架。Promoting the modernization of college and department governance by means of governance innovation is the premise and foundation of the modernization of university governance in China.Promoting the modernization of college and department governance needs governance innovation.The theory of institutional change has a strong explanatory power to explain the implementation mechanism and strategy selection of governance innovation,which can be more suitable for the study of governance innovation of college and department by reducing the theoretical threshold and analytical dimension;among them,institution transplantation and institution innovation are the main ways to realize institutional change.Lack of institutional stickiness and path dependence are the main reasons for institutional failure and institutional trap in institutional governance innovation.Therefore,promoting the organic integration of institutional transplantation and institutional innovation,perfecting the leadership system and mechanism of college and department,andexploring the establishment of fault tolerance mechanism to promote the orderly iteration of the basic system of college and department governance constitute the action frame of promoting the innovation of college and department governance by means of institutional change.
