摘　　要：代理人战略有战争形态与非战争形态之分。“东南亚青年领袖倡议”作为美国应对大国博弈、制衡中国的政策工具,目前处于向非战争形态代理人战略的转化过程。通过对其面向东南亚年轻世代所开展的“武装”头脑、提升能力及扩大网络的动态分析,可以发现这一青年外交项目已然成为美国“重返亚太”进而推进“印太战略”的政策支点。基于“东南亚青年领袖倡议”所呈现出的代理人路径特征及演化趋势,当前要加快推进中国—东盟青年交流进程,并使之成为构建中国—东盟命运共同体的重要内容。Proxy strategy is categorized into warlike and non-warlike forms.As a policy tool for the United States to cope with the Game of Great Powers and counterbalance China's rise,the Young Southeast Asian Leaders Initiative(YSEALI)is currently transitioning into a non-warlikeproxy strategy.Adynamic analysis of its efforts to arm the minds,enhance capabilities and expand networks of young generations in Southeast Asia reveals that this youth diplomacy project has become a key policy tool for the United States to pivot to the Asia-Pacific region and advance the Indo-Pacific Strategy.Based on the path and evolution of the YSEALI,it is necessary to expedite youth exchanges between China and ASEAN countries and make it an important part of building a China-ASEAN community with a shared future.
