摘　　要：乡村振兴战略下,渔业推广体系是实现人才振兴和组织振兴的重要保障.为科学评价山东渔业推广体系发展质量,基于渔业统计年鉴和相关统计数据,构建了5个二级指标和25个三级指标的渔业推广体系发展评价指标体系,并对2022年16个地市的渔业推广体系发展情况进行了应用性评价.结果显示:各地市渔业推广体系综合发展指数平均值为0.251,中位数为0.205,其中烟台得分最高,为0.495;泰安得分最低,仅为0.097.不同维度渔业推广体系发展评价的结果各异,机构设置指标的平均分值为0.047,队伍素质指标的平均分值为0.037,能力建设指标的平均分值为0.054,推广成效指标的平均分值为0.047,技术成果指标的平均分值为0.066.技术成果指标是制约渔业推广体系发展的首要因素,淄博、枣庄、潍坊、日照、德州和临沂该指标的贡献度平均值仅为5.08%.构建的评价指标体系可以为渔业推广体系发展评价应用提供借鉴参考.Under the rural revitalization strategy,the fishery extension system is an important guarantee for talent and organizational revitalization.To scientifically evaluate the development quality of the fishery extension system in Shandong,an evaluation index system consisting of 5 secondary indicators and 25 tertiary indicators was constructed for the development of fishery extension system based on the Fishery Statistical Yearbook and relevant statistical data.This index system was then applied to evaluate the development of fishery extension systems in 16 cities in 2022.The results showed that the average value of the comprehensive development index of fishery extension systems in various cities was 0.251,with a median value of 0.205.Among them,Yantai achieved the highest score of 0.495,while Tai′an had the lowest score,only 0.097.The evaluation results of the development of different dimensions of the fishery extension system vary.The average scores for the institutional setting indicator,team quality indicator,capacity building indicator,extension effectiveness indicator,and technological achievement indicator are 0.047,0.037,0.054,0.047,and 0.066,respectively.The technological achievement indicator is identified as the primary factor constraining the development of the fishery extension system.The average contribution of this indicator in Zibo,Zaozhuang,Weifang,Rizhao,Dezhou,and Linyi is only 5.08%.The established evaluation indicator system can provide a valuable reference for the evaluation and application of the development of the fishery extension system.
