农地适度经营规模与灌溉效率关系研究

摘　　要：农地适度经营规模与灌溉效率研究是农业经济领域关注的焦点,但将二者纳入同一理论框架的成果并不多。通过梳理农地适度经营规模和灌溉效率的最新研究,发现有关农地适度经营规模的研究较少涉及灌溉效率,而在灌溉效率的研究中常把农地经营规模作为关键影响变量之一,指出二者之间存在负向、正向或“倒U型”曲线关系,并揭示农户追求自身利益最大化的用水行为和农地细碎化是导致二者呈负向关系的主要原因;强化农业基础设施建设、规模经济和优化种植结构是导致二者呈正向关系的原因;节水设施的高成本和规模报酬递减规律是导致二者呈曲线关系的主要原因。在“小田并大田”和加快节水农业建设的背景下,改进传统农地适度经营规模理论体系,明晰农地适度经营规模和灌溉效率双目标优化作用机理,开展二者双目标优化的实证研究,构建双目标优化过程中不同主体之间的博弈框架和总结国内外农地适度经营规模成功案例经验等是未来研究的重点和关键。The research on the optimal farmland operation scale and irrigation water use efficiency has always been a focal point in the field of agricultural economy.However,there have been limited achievements in integrating these two aspects into a unified theoretical framework.By reviewing the latest research frontiers on moderate farmland operation scale and irrigation efficiency,studies on moderate operation scale rarely consider irrigation efficiency were identified,while research on irrigation efficiency often included land operation scale as a key influencing variable.It was noted that there existed a positive,negative or'inverted Ushaped'curve relationship between these two factors.Moreover,the primary factors contributing to the negative correlation between these two variables were farmers'self-interested water usage behavior and farmland fragmentation which were uncovered.Conversely,agricultural infrastructure intensification,economies of scale,and optimized cropping structures accounted for the positive relationship.The high cost of water-saving facilities and diminishing returns to scale were responsible for the curvilinear association.Under the context of"small plots merging into a large plot"and accelerating the development of water-saving agriculture,future researches should focus on elucidating the mechanism for optimizing both farmland management scale and irrigation efficiency,conducting empirical studies on this dual-objective optimization,establishing a game framework among different stakeholders involved in the process,and summarizing successful case experiences of moderate farmland management scale at home and abroad.
