摘　　要：文章着眼于服务黄河流域大局和陆浑水库的实际情况,从补齐工程短板、强化监管弱项的角度出发,抓住主要矛盾,破解陆浑在水旱灾害防御、水利工程标准化管理、水资源优化配置和节约集约利用、水生态保护修复等方面不平衡不充分的短板弱项,全面提升陆浑的水灾害、水资源、水生态、水环境治理和水工程管理能力,以陆浑发展的高质量,推动伊河流域生态保护和高质量发展。The paper focuses on serving the overall situation of the Yellow RiverBasin and the actual situation of the Luhun Reservoir,analyzes the problems in prevention of flood and drought disasters,standardized management of water conservancy projects,optimal allocation and economical-intensive use of water resources,and water ecology conservation and restoration,and discusses the measures of strengthening supervision and improving engineering situation,to improve the overall management capacity in flood control,water resources management,water ecology conservation,water environment improvement and water conservancy engineering management.It is aimed to promote the ecological conservation and high quality development in the Yihe River Basin by means of the high quality development of Luhun Reservoir.
