铸牢中华民族共同体意识政策执行的碎片化困境及整体性治理

摘　　要：铸牢中华民族共同体意识作为新时代党的民族工作主线,探究其政策执行碎片化困境及其纾解之道,不仅有助于提升各地区尤其是民族地区的治理效能,而且有助于实现相关政策落地落实落细。当前,在一些地方实践中,铸牢中华民族共同体意识政策执行潜存着政策传递“空传”、多元主体“虚置”、运行机制“碎片化”以及信息技术“迟滞”等碎片化问题,主要诱因在于科层体制的藩篱、项目制供给方式的“悖论”、运动式推进机制的局限及信任机制的式微。基于整体性治理理论,为解决碎片化问题,实现民族工作高质量发展,可在重塑民族工作价值理念、建构协同化铸牢执行主体、健全政策执行机制、打造数字化的智治政府等方面探索实践进路。Forging a strong sense of community for the Chinese nation is the main line of the CPC's ethnic work in the new era.Therefore,exploring the fragmentation predicament during the implementation of this policy and the ways to solve them will help not only to improve the governance efficiency in various places,especially ethnic areas,but also to implement and refine relevant policies in detail.At present,there are potential fragmentation problems in implementing the policies of forging a strong sense of community for the Chinese nation,such as the"empty transmission"of policies,the"vacancy"of multiple subjects,the"fragmentation"of operation mechanisms,and the"lag"of information technology,whose main causes are the barriers of the bureaucratic system,the"paradox"of project-based supply mode,the limitations of the campaign-styled promotion mechanism,and the decline of trust mechanisms.Based on the theory of holistic governance,to solve the fragmentation problems and achieve high-quality development of ethnic work,we can explore practical approaches through reshaping the value and concept of ethnic work,constructing a collaborative executive entity,improving policy implementation mechanism,and creating a digital intelligent government.
