后冷战时代亚太秩序演进的基本问题、主要特征及应对之道

摘　　要：在后冷战时代亚太秩序的演进中,机遇与挑战并存。一方面,三十多年来,发展和安全是驱动亚太秩序的两大基本维度;另一方面,当前亚太秩序的发展和安全维度均出现了困境,整体步入下行周期。从发展和安全两个维度来看,后冷战时代中国与亚太秩序共同演进的历程可分为三个发展阶段,显现了中国在亚太秩序演进中地位和作用的变化。作为亚太合作的典范,中国与东盟的合作案例为国际多边关系提供了平衡发展与安全关系的具体经验。为了推动亚太秩序的正向发展,我们需要坚持唯变所适的长期主义,构建互联互通的复杂网络,塑造共生共荣的包容秩序。In the evolution of the Asia-Pacific order in the post-Cold War era,opportunities go hand in hand with challenges.On the one hand,for over thirty years,development and security have been the two fundamental dimensions driving the Asia-Pacific order;on the other hand,at present,problems occur in these two dimensions of the Asia-Pacific order,which in general has entered a downward cycle.In terms of development and security,the co-evolution of China and the Asia-Pacific order in the post-Cold War era can be divided into three stages,which shows the changes in China's position and role in this process.As a model of Asia-Pacific cooperation,the cases of cooperation between China and ASEAN provide concrete experience for balancing development and security in international multilateral relationships.To promote the positive development of the Asia-Pacific order,we need to uphold the long-termism of adapting to changes,build a complex network of inter-connectivity,and shape an inclusive order of intergrowth and co-prosperity.
