摘　　要：党的二十届三中全会《决定》提出,要“完善推进高质量共建‘一带一路’机制”,这与加强共建“一带一路”规则标准“软联通”的要求同频共振,为新形势下推动共建“一带一路”向更高水平迈进指明了方向。随着全球科技竞争的加剧,技术标准日益成为各国博弈的焦点,更成为影响共建“一带一路”纵深发展的关键因素。在共建“一带一路”过程中,中国始终坚持共商共建共享原则,在实践中逐步探索出一条具有中国特色的技术标准“软联通”道路。基于共建“一带一路”的成功实践,深入探讨共建“一带一路”技术标准“软联通”的理论内涵、现实挑战与实现路径,不仅为推进共建“一带一路”技术标准“软联通”提供理论支持,也为深化中国与共建国家的技术标准合作提供建议参考。The Resolution adopted at the third plenary session of the 20th Central Committee of the Communist Party of China proposes to"enhance the mechanism for high-quality cooperation under the Belt and Road Initiative",which resonates with the requirement of strengthening the soft connectivity of rules and standards for the BRI.With the intensification of global competition in science and technology,technical standards have increasingly become the focus of the game among countries and have become a key factor affecting the in-depth development of the BRI.In the process of joint construction of the BRI,China has always insisted on the principle of"extensive consultation,joint contribution and shared benefits"and has gradually explored a path of soft connectivity of technical standards with Chinese characteristics in practice.Based on successful practice of the BRI,this paper discusses the theoretical connotation,practical challenge and realization path of the soft connectivity of technical standards during the process of joint construction of the BRI.The analysis will not only provide theoretical support for the promotion of soft connectivity of technical standards,but also provide suggestions for deepening the technical standards cooperation between China and the countries in the join building of the Belt and Road.
