日本在东南亚的港口合作评析

摘　　要：港口合作在强化日本与世界各国的产业和贸易联系、保障其能源安全和促进国际产能合作中起着不可或缺的作用。二战后,日本先后通过赔偿工程和政府开发援助大量参与到东南亚地区的港口投资建设中,近年来更是借助“高质量基础设施伙伴关系”将港口合作融入到“印太战略”的地缘战略当中,以应对中国的共建“一带一路”。日本在东南亚港口合作的具体策略主要包括宏观层面的顶层设计与首脑外交、中观层面的资金保障与官民合作,以及微观层面的投资建设与管理运营并重等。从成效看,日本在以港口带动东道国基础设施和区域经济发展的同时,也有效地帮助了日本企业在东南亚完善产业链,以及日本港航相关技术标准在东南亚的推广。Seaport cooperation plays an indispensable role in strengthening industrial and trade ties between Japan and other countries in the world,ensuring their energy security and promoting international production capacity cooperation.After World War II,Japan participated in seaport investment and construction in Southeast Asia through compensation projects and government development assistance.In recent years,Japan has integrated seaport cooperation into the geopolitical strategy of the"Indo-Pacific Strategy"through the"High-quality Infrastructure Partnership"to cope with China's"Belt and Road Initiative".Japan's specific strategies in seaport cooperation in Southeast Asia mainly include macro-level top-level design and summit diplomacy,meso-level financial support and governmentprivate cooperation as well as micro-level investment construction and management operations.From the perspective of effectiveness,Japan has effectively helped its own enterprises improve their industrial chain in Southeast Asia while driving the infrastructure and regional economic development of the host country through ports and promoted the relevant technical standards of Japan's port and shipping industry in Southeast Asia.
