摘 要:在向建成教育强国战略目标迈进的进程中,评价是指挥棒,是导向性的重要行动。我国先后实施的“211工程”和“985工程”,特别是“双一流”建设国家战略,对推动高等教育高质量发展具有重要意义。在深化新时代高等学校评价综合改革背景下,在以“培优”促进“卓越”发展的战略谋划中,研究面向卓越的学科建设成效评价更加迫切也更具挑战性。基于大学学科成效评价基本理论框架,研究发现“卓越四度”关联逻辑是体系建构的根本;以卓越理念为基础,以服务贡献度为主线,以持续发展为目标,提出的“任务+卓越四度”的评价理论框架能更精准体现卓越成效;基于理论框架,应用提出指标层级设计“颗粒度”思维与原则,建构了具有应用价值的卓越成效“矩阵式”组态评价模型(研选卓越要素),并给出矩阵组态体系应用算法;最后,分析矩阵框架的组态功能,提出不限于三个应用场景的可能性。In the process of solidly advancing towards the strategic goal of building a leading country in education,evaluation is an important guiding and commanding action.The implementation of the“Project 211”and“Project 985”in China,especially the national strategy of“Double First-Class”construction,is of great significance in promoting the high-quality development of higher education.In the context of deepening the comprehensive reform of higher education evaluation in the new era,and in the strategic planning of promoting“excellence”development through“cultivating excellence”,it is more urgent and challenging to study the evaluation of the effectiveness of discipline construction oriented towards excellence.This study is based on the basic theoretical framework of evaluating the effectiveness of university disciplines.First,it is found that the correlation logic of the“four dimensions of excellence”is fundamental to the construction of the system.Based on the concept of excellence,with service contribution as the main line and sustainable development as the goal,it is believed that the proposed evaluation theoretical framework of“task+four degrees of excellence”can more accurately reflect excellent results.Based on the theoretical framework,the thinking and principles of the proposed indicator hierarchical design“granularity”were applied to construct a matrix-based configuration evaluation model for excellent performance with practical value(excellent elements were selected),and the application algorithm of the matrix-based configuration system was provided.Finally,the configuration function of the matrix framework was studied and analyzed,and possibilities beyond three application scenarios were proposed.
