摘　　要：[目的/意义]党的二十届三中全会作出深化文化领域改革的重要部署,聚焦文化强国建设。深化文化体制机制改革,培育发展文化新质生产力,是建设社会主义文化强国的题中应有之义。[方法/过程]本文通过对深化文化体制机制改革和培育发展文化新质生产力的深入分析,总结出两者的关系,剖析其对于建设中国特色社会主义现代化强国的作用,进而提出深化文化体制机制改革、培育发展文化新质生产力的实施路径。[结果/结论]深化文化体制机制改革是培育发展文化新质生产力的前提和基础,培育发展文化新质生产力是深化文化体制机制改革的重要目标和动力。二者相互促进、互动发展。深化文化体制机制改革、培育发展文化新质生产力,有助于激发文化创新创造活力,促进文化产业高质量发展,培育高素质文化人才,推动文化消费升级,增强文化自信和国际影响力。[Purpose/Significance]The third plenary session of the 20th Communist Party of China(CPC)Central Committee made an important deployment to deepen the reform in the field of culture and focused on the construction of a strong cultural country.Deepening the reform of cultural institutions and mechanisms and fostering the development of new cultural productive forces is a key element in the construction of a strong socialist cultural power.[Methods/Process]Utilizing an in-depth analysis of deepening the reform of cultural institutions and mechanisms and fostering the development of new cultural productivity forces,this study summarizes the relationship between the two,and analyzes their roles in the construction of a modernized socialist power with Chinese characteristics.It also proposes the implementation path for deepening the reform of cultural institutions and mechanisms and fostering the development of new cultural productivity forces.[Result/Conclusion]Deepening the reform of cultural institutions and mechanisms is the prerequisite and foundation for fostering and developing cultural new-quality productive forces,and fostering and developing cultural new-quality productive forces is an important goal and driving force for deepening the reform of cultural institutions and mechanisms.The two are mutually reinforcing and interactive.Deepening the reform of cultural institutions and mechanisms and fostering the development of cultural new-quality productive forces,can help stimulate the vitality of cultural innovation and creativity,promote the high-quality development of cultural industries,cultivate high-quality cultural talents,promote the upgrading of cultural consumption,and enhance cultural self-confidence and international influence.
