摘　　要：马克思的直接民主观对中国特色社会主义基层民主政治建设有着重大和深远的影响。马克思基于人民主权理论的深刻阐释而提出“真正民主制”的发展理念,其思想精髓可概括为三个方面:人民规定制度而非从属于制度,人民通过普选制直接参与立法,实现政治国家、市民社会与普通个体的和谐统一。中国特色社会主义基层直接民主一方面创造性地继承了马克思直接民主观中蕴含的人民主权价值理念、民主集中的运行规则以及社会自治的实践内容;另一方面致力于人民民主实现形式的理念和经验创新,以全过程人民民主型构基层民主运转的过程机制,以民主与民生的双向互促提升基层民主建设的行动绩效,实现了对马克思直接民主观的创新性发展。Marx's concept of direct democracy has a significant impact on the construction of socialist grass-roots democracy with Chinese characteristics.Based on a interpretation of the theory of people's sovereignty,Marx put forward the concept of“true democracy”,the essence of which can be summarized in three aspects:the people determine the system instead of subordinate to it;the people participate directly in legislation through the system of universal suffrage,and the harmonious unity of the political state,the civil society,and the ordinary individual can be realized.On the one hand,socialist grassroots direct democracy with Chinese characteristics creatively inherits the value concept of people's sovereignty,the operation rules of democratic centralization,and the practical content of social autonomy embedded in Marx's concept of direct democracy;on the other hand,it devotes itself to innovating the concepts and experiences of the realization of people's democracy,constructing the process mechanism of grassroots democracy by means of the whole-process people's democracy,and upgrading the performance of the grassroots democracy construction through the mutual two-way promotion of democracy and livelihood,thus realizing the innovative development of Marx's concept of direct democracy.
