数字党建引领基层社会治理创新:技术与组织互构的理论视角

摘　　要：以数字化全面驱动治理方式创新是推进中国式现代化建设的重要内容。从技术与组织互构的理论视角审视,科学技术对于政党组织形态的变革既有“技术机遇”式的正向推动作用,也有“技术利维坦”的负向作用,保持二者的结构性均衡是政党组织创新发展的关键。聚焦中国共产党的数字技术应用实践,在党建引领基层社会治理领域中,技术的赋能效应通过技术定制、技术弹性和技术价值公约三个作用点,分别提升了组织效率、促进了组织结构嵌合、发挥了行动者能动性,实现基层党组织数字化转型、基层治理组织体系数字化协作、技术善治保障基层社会平衡发展。新时代中国共产党推进党建引领基层社会治理纵深发展,要构建党建引领和数字要素升级的双重作用机制,通过标准与精准双线融合、自主与协作双环并进、需求与供给双边联动、局部与整体双向统筹,在数据、平台、用户和思维四个维度深化数字党建引领基层社会治理现代化的创新实践。One main elements of a Chinese path to modernization comprehensively drive the innovation of governance model with digitization.From the theoretical perspective of inter-construction between technology and organization,it can be found that technology have multifaceted influence on organizational changes in political parties,including a positive effect of"technological opportunity"and a negative effect of"technological Leviathan",and its key issue is to keep the two in balance.Focusing on the practice of the Communist Party of China(CPC),Party-building guide community-level governance through digitalhas respectively improved organizational efficiency and promoted the embedding of organizational structure,and given full play to the initiative of actorsthrough the three action points in technology customization,technology flexibility,and technology value convention.Thus it can be realized in the digital transformation of primary-level Party organization,digital coordination of grass-roots governance organizational systems,and the balanced development through good governance in technology for people from all walks of life.In the new era,the CPC continue Party-building guide community-level governance,it must be guided by a dual mechanism of Party leadership and digital element upgrading.It can advance the innovative practice through four dimensions of data,platform,users and thinking,as well as the integration of standard and precise,the combination of autonomy and collaboration,the linkage of demand and supply,and the overall and local dual coordination.
