摘　　要：高校思政工作承担着立德树人的根本任务,始终贯穿于高校人才培养的全过程。为探究政府对高校思政工作政策历史、特征和工具分析,全面提升高校思政工作质量,基于内容分析法,利用NVivo质性分析软件对政府部门发布的32篇高校思政工作相关政策进行多方面的文本分析。结果显示,不同类型的政策工具具有一定的差异性,呈现出“供给型政策工具>需求型政策工具>环境型政策工具”的情况,且各类型政策工具内部的子工具也存在较为明显的差异,存在政策工具布局不均、理论与实践工具失衡等问题。据此,建议从优化三大政策工具整体布局、增加政策理论与实践拟合度、完善不同政策工具内部结构三方面进行优化,助力高校思政工作可持续发展。Ideological and political work in universities undertakes the fundamental task of fostering virtue through education,permeating the entire process of talent cultivation in universities.To explore the history,characteristics,and tools of government policies on ideological and political work in universities and to comprehensively improve the quality of such work,this study employs content analysis and utilizes Nvivo qualitative analysis software to conduct a multi-faceted textual analysis of 32 related policies issued by government departments.The results show that different types of policy tools exhibit certain differences,with"supply-side policy tools>demand-side policy tools>environmental policy tools".Additionally,there are significant differences among sub-tools within each type of policy tool,indicating issues such as uneven policy tool distribution and imbalance between theoretical and practical tools.Based on these findings,the study suggests optimizing the overall layout of the three major policy tools,enhancing the alignment between policy theory and practice,and improving the internal structure of different policy tools to support the sustainable development of ideological and political work i n universities.
