摘　　要：昌盛园社区位于昌平区城南街道,是一个建成于20世纪90年代的老旧小区。该社区通过一系列创新的城市更新策略,实现了从管理混乱到基层治理典范的转变。社区采取了党建引领、群众参与、环境改善、公共空间优化等措施,拆除了私搭乱建,整合了公共空间,并引入统一的物业管理。此外,社区还通过媒体宣传和居民议事活动,增强了居民的认同感和幸福感,形成了具有示范效应的“昌盛模式”。这一模式已纳入国家政策,并在其他社区得到推广。Changshengyuan Community,located in the Chengnan Subdistrict of Changping District,is an old residential area built in the 1990s.Through a series of innovative urban renewal strategies,the community has transformed from a state of disorganized management to a model of grassroots governance.The community adopted measures such as party leadership,public participation,environmental improvement,and optimization of public spaces.Unauthorized constructions were dismantled,public spaces were integrated,and unified property management was introduced.Additionally,the community enhanced residents'sense of identity and well-being through media promotion and resident consultation activities,forming the exemplary“Changsheng Model.”This model has been incorporated into national policies and promoted in other communities.
