欠发达地区县域现代化的现实意义与实践逻辑——基于河北省蔚县经验

摘　　要：县域现代化是中国式现代化的基础,而欠发达地区的县域现代化是县域现代化的重要且艰巨的任务。欠发达地区县域的社会经济发展水平、发展路径与发达地区县域差异巨大,不能也很难重复发达地区县域现代化的道路。本文基于河北省蔚县的转型发展经验,探讨欠发达地区县域现代化的意义和实践逻辑。欠发达地区的县域现代化首先要构建现代化的县域治理体系,提升治理能力,发挥党和政府在现代化中的决策引领作用。要清醒地认识县域发展的约束条件和发展优势,在具有带动作用的产业节点下功夫,通过打造发展引擎带动县域的发展。城乡融合与公共服务均等化是县域现代化的重要内容,但是在欠发达地区,需要探索新的实现途径。县域现代化的核心是以人为本,这体现在一方面要为城乡居民提供更多的就业机会和更好的公共服务,另一方面也要不断培育人才、挖掘人才、留住人才。欠发达地区县域现代化是不断推进中的现代化过程,这个过程突出地体现了中国式现代化的特色。County modernization is the foundation of Chinese-style modernization,and the modernization of underdeveloped counties is a crucial and challenging task within this broader effort.The socio-economic development levels and paths of underdeveloped counties differ significantly from those of developed regions,making it neither feasible nor practical to replicate the modernization paths of developed counties.This paper,based on the experience of transformation and development in Yu County,Hebei Province,explores the significance and practical logic of modernization in underdeveloped counties.The modernization of underdeveloped counties first requires the construction of a modern county governance system to enhance governance capabilities and leverage the decision-making and leadership role of the Party and government in modernization processes.It is essential to have a clear understanding of the constraints and development advantages of the county,focusing on key industries with significant driving effects that propel county development.Urban-rural integration and equalization of public services are important components of modernization in developed counties,but in underdeveloped regions these should be achieved in different ways.County modernization is people-centered,reflected in providing more employment opportunities and better public services for urban and rural residents,as well as continuously cultivating,discovering,and retaining talent.The modernization of underdeveloped counties is an ongoing process that prominently showcases the characteristics of Chinese-style modernization.
