摘　　要：推进我国开放数据隐私风险治理是数字经济背景下数据开放的关键环节。本文从隐私风险治理的角度,通过演化博弈理论构建模型,分析不同利益相关者的行为模式。研究首先构建用户、开放数据平台和政府的三方演化博弈模型,讨论不同策略下的行为模式,再计算各方主体的复制动态方程,求出演化均衡点,得出演化稳定状态下的行为策略,最后采用Matlab进行验证和仿真,模拟不同参数下各方主体的策略演化过程。研究发现,为形成隐私风险治理的长效机制,政府应当:优化开放数据平台建设,提高用户感知收益;依托数字化改革提升财政资源合理配置能力;引入第三方媒体监管。Open data platforms play a crucial role in integrating economic,social and cultural structures and are of strategic importance.With the development of the Internet,the disclosure and use of private data have been changed completely.Advancing the governance of open data privacy risks in China has become a key aspect of data openness in the context of the digital economy.The fast developing computer technology are combined with a large amount of private data which has caused serious privacy leakage and put users at risk in terms of privacy,thus undermining the users′willingness to use open data platforms.Considering such circumstance,this study combines the users,open data platforms and government authorities,adopts the dynamic Evolutionary Game Theory to construct the game model based on the actual scenarios of such application,and then obtains the behavior equilibrium strategy of all subjects concerned from the perspective of privacy risk governance in this paper.It has been found that in order to establish a long-term mechanism of privacy risk governance,we should:optimize the construction of open data platforms and improve users′perceived benefits;enhance the capability of rational allocation of financial resources through digital reform;and introduce third-party media for supervision.This paper discusses the impact of different factors,such as costs,benefits,losses and probabilities of behavior occurrence,on privacy risk governance.A model is constructed based on the Evolutionary Game Theory to analyze the behavioral patterns of different stakeholders.Evolutionary Game Theory provides strong theoretical support for open data privacy risk governance.The theory assumes that actors are“rational”and have their own clear goals,and that each will adopt the optimal strategy to achieve them.Firstly,this study establishes a three-way evolutionary game model of users,open data platforms and government authorities,discusses the behavioral patterns under different strategies,and then calculates the replication dyn
