云南会泽县陡坡地治理阶段性成效研究

摘　　要：为了掌握了解陡坡地生态治理工程的三大效益取得的阶段性成效,针对2012-2020年实施陡坡地生态治理坡耕地面积3566.7 hm^(2),生态林530.7 hm^(2)占14.9%,经济林3036 hm^(2)占85.1%。结合国家、省、县各级检查核查验收的结果,以及实时对工程项目的管理和对实施主体种植大户、农户的调查数据结果采取定性和定量分析的方法,进行统计整理。结果显示,陡坡地生态治理工程在树种结构上从2012年整合项目种植生态林到2015年全部转变为经济林种植,2015年开始引进社会资本投资生态环境建设,到2020年共有15户大户承包经营种植,大户种植带动3666.7 hm^(2)石榴和1866.7 hm^(2)花椒产业的发展,打造并开放县城北面山滇东旅游景区,促进8740户农民增收0.9~4.9万元。改变了山区单一的经济增长方式,促进了农村劳动力转移和就业,调整了农业产业和树种种植结构,陡坡地生态治理取得明显的阶段性成效。In order to understand the three benefits of the project of ecological control on steep slope land,the area of slope farmland was 3566.7 hm^(2),and the proportion of ecological forest was 530.7hm^(2),accounting for 14.9%,economic Forest 3036 hm^(2)accounted for 85.1%.Taking into account the results of inspection and acceptance at the national,provincial and county levels,as well as the real-time management of the project and the qualitative and Quantitative analysis methods adopted in the implementation of the survey data of major planters and farmers,for statistical collation.The results showed that the tree species structure of the project changed from Ecological Forest planting in 2012 to economic forest planting in 2015,and social capital was introduced to invest in ecological environment construction in 2015,by 2020,15 large households will have contracted to grow pomegranate and Zanthoxylum bungeanum,which will drive the development of the industry of 3,666.7 hm^(2)and 1,866.7 hm^(2)respectively,to increase the income of 8,740 households by 0.9-49,000 Yuan.It has changed the single economic growth mode in mountainous areas,promoted the transfer and employment of rural labor force,adjusted agricultural industry and tree planting structure,and achieved obvious stage effect in the ecological management of steep slope land.
