国土空间用途管制视角下的村庄规划提升路径思考

摘　　要：面向落实全域全要素国土空间用途管制目标的村庄规划范式尚未确立,有关村庄规划思路亟待提升。研究运用文献研究法和文本语义分析法,从国土空间用途管制与村庄规划的关系辨析入手,通过梳理1949年以来国家发布的相关政策文本,总结用途管制和村庄规划由分离走向统一的4个阶段发展历程,进而基于村庄规划落实国土空间用途管制面临的管制规则尚待明晰、管制内容缺乏弹性、管制重点难以突出等挑战,提出强化“三类空间”的管制规则、统筹“三线三区”的协调共生、重视村庄“灰空间”用途管制的村庄规划提升思路,为国土空间用途管制视角下的村庄规划优化提供方向和参考。The village planning paradigm for implementing the goal of territorial space use regulation across all elements and regions has not yet been established,and the relevant village planning ideas urgently need improvement.This study employs the literature research method and text semantic analysis method to analyze the relationship between territorial space use regulation and village planning.It summarizes the four-stage development process of territorial space use regulation and village planning,which have transitioned from separation to unity,by reviewing relevant policy texts in China since 1949.Furthermore,based on the challenges faced by village planning in implementing territorial space use regulation,such as the regulation rules yet to be clarified,the lack of flexibility in regulation content,and the difficulty in highlighting key regulatory focuses,the study proposes ideas for improving village planning.These include strengthening the regulation rules for the'three types of space',coordinating the symbiotic relationship among the'three lines and three zones',and paying attention to the use regulation of'gray space'in villages.This paper provides direction and a reference for optimizing village planning from the perspective of territorial space use regulation.
