从“分隔离散”到“互动共生”——驻村第一书记制度绩效提升的基本逻辑

摘　　要：制度绩效是衡量制度有效性的重要标尺。在乡村全面振兴时期,驻村第一书记制度在执行过程中依然存在各主体间互不融入的现象,不利于将驻村第一书记制度优势转化为治理效能。为探寻驻村第一书记制度绩效提升的内在逻辑,根据M.麦克拉夫林的政策执行互动模型,构建了包含互动背景、主体、起点、条件、路径五大关键要素的驻村第一书记制度执行互动理论框架。分析发现,在驻村第一书记制度执行过程中,互动主体间由于互动背景融入偏差、互动条件前提缺失、动机不一致、信息不对称和互动主体定位不清等问题而陷入的“分隔离散”状态,是驻村第一书记制度绩效提升的关键障碍。为此,放弃传统的制度文本优化路径,提出制度执行过程中各主体间的“互动共生”逻辑以提升制度绩效,需要驻村第一书记主动作为,做到环境融入以实现互融共适、身份明确以实现利益共容、目标一致以实现动机协调、信息畅通以实现情感共鸣、角色共情以实现价值共识。System performance is an important yardstick to measure the effectiveness of system.During the period of all-around rural revitalization,there is still a phenomenon of non-integration among the subjects in the implementation of the system,which is not conducive to transforming the advantages of the system into institutional efficiency.In order to explore the internal logic of the improvement of the performance of the first secretary of the village system,this paper constructs a theoretical framework of the interaction of the first secretary of the village system,including five key elements of the interaction background,subject,starting point,condition and path,according to M.McLaughlin’s interactive model of policy implementation.It is found that in the process of the implementation of the first secretary of the village system,the state of“separation and dispersion”between the interactive subjects,which is caused by environmental integration deviation,inaccurate role positioning,inconsistent motivation and information asymmetry,is the key obstacle to the performance improvement of the first secretary of the village system.Therefore,the paper gives up the traditional system text optimization path and proposes the logic of“interaction and symbiosis”among various subjects in the process of system implementation to improve system performance,which requires the initiative of the first secretary of the village.To achieve environmental integration to achieve mutual compatibility,identity to achieve mutual benefit,goal to achieve motivation coordination,information smooth to achieve emotional resonance,role empathy to achieve value consensus.
