数字治理赋能社区治理创新:从多元自治到协同共治——基于交易成本分析视角

摘　　要：社区治理是坚持和发展新时代“枫桥经验”和社会治理创新的主战场和试验田。当前,我国社区治理新模式、新方法等不断涌现,但由于社区治理实践中仍然存在内卷化、碎片化等问题,致使社区治理客观存在着较高的交易成本,影响了社区治理创新效率,也在一定程度上阻碍了社区治理创新和社区治理现代化进程。数字治理的兴起,为社区治理创新开辟了新的可能与渠道,为推动社区治理共同体构建带来了新的机遇。数字技术融入社区治理全过程、各环节,可以凭借其强大的重塑功能,通过重塑社区治理理念、组织结构、体制机制、运行方式和治理手段等,再造社区治理流程,赋能社区治理创新,打破社区治理创新瓶颈,进而降低社区治理的交易成本,从根本上消除社区治理存在的内卷化、碎片化等问题,助力社区治理实现从多元自治到协同共治、构建社区治理共同体的飞跃。Community governance is the main battlefield and experimental field for adhering to and developing the“Fengqiao Experience”of the new era and society governance innovation.At present,new models and methods of community governance are constantly emerging in China.However,due to the problems of internalization and fragmentation in community governance practice,there are objectively high transaction cost in community governance,which affect the efficiency of community governance innovation and to some extent hinder the process of community governance innovation and modernization.The rise of digital governance has opened up new possibilities and channels for innovation in community governance,and brought new opportunities to promote the construction of a community governance community.The integration of digital technology into the entire process and various links of community governance can,with its powerful reshaping function,reshape the community governance concept,organizational structure,institutional mechanism,operation mode and governance means,reshape the community governance process,empower community governance innovation,break the bottleneck of community governance innovation,and thereby reduce the transaction cost of community governance,fundamentally eliminate the problems of internalization and fragmentation in community governance,and assist community governance in achieving a leap from diversified autonomy to collaborative governance and building a community governance community.
