夜郎湖流域一体化保护与修复规划探析

摘　　要：以普定县夜郎湖流域为例,本文系统研究大流域尺度的综合治理规划。基于夜郎湖供水保障、防洪灌溉、生态廊道的功能定位,综合分析流域内的生态环境风险。从夜郎湖流域山水林田湖草沙一体化保护修复的角度,提出“流域统筹、一体谋划、系统治理、智慧监管”的规划思路和“一湖四区、四网联动、城乡共治”的总布局,为夜郎湖流域生态保护与环境修复工程实践提供规划支撑。Taking the Yelang Lake basin in Puding County as an example,this paper systematically studies the comprehensive management planning at the large watershed scale.Based on the functional positioning of water supply guarantee,flood control irrigation,and ecological corridor in Yelang Lake,a comprehensive analysis of the ecological environmental risks within the basin is conducted.From the perspective of integrated protection and restoration of mountains,rivers,forests,fields,lakes and grass in the Yelang Lake basin,the planning idea of"overall planning,integrated planning,systematic governance,and intelligent supervision of the basin"and the general layout of"one lake,four regions,four networks,and urban and rural governance"are proposed to provide planning support for the ecological protection and environmental remediation project practice in the Yelang Lake basin.
