摘 要:在数智化高速发展的背景下,人才要素在经济社会发展中的关键作用更加突显。文章以基层公共管理人才为研究对象,旨在构建其面向治理数智化的职业胜任素质评价指标体系。通过文献分析、行为事件访谈、专家评估和实证分析等方法,提炼出了数智化时代基层公共管理人才应具备的4个维度(知识结构、技能体系、观念意识、创新适应)和19个胜任指标。研究结果表明,技能体系维度的权重最高,其后依次是创新适应维度、观念意识维度和知识结构维度。这一指标体系可为基层公共管理人才的培养、选拔和考核提供借鉴参考。In the context of the rapid development of digital intelligence,the key role of talent in economic and social development has become more prominent.This paper takes grassroots public management talents as the research object,and aims to construct a professional competency quality evaluation index system for the digital intelligence of governance.Through literature analysis,behavioral event interviews,expert evaluation and empirical analysis,this paper extracts four dimensions(knowledge structure,skill system,conceptual awareness,innovation adaptation)and 19 competency indicators that grassroots public management talents should possess in the era of digital intelligence.The results show that the skill system dimension has the highest weight,followed by the innovation adaptation dimension,the concept awareness dimension,and the knowledge structure dimension.This index system can provide a reference for the training,selection,and assessment of grassroots public management talents.
