摘  要:近年来,深圳市实现了快速城市化和基础设施建设发展,但同时产生的建筑施工噪声污染问题日益突出,频繁引起公众投诉。本文首先基于政府工作报告及统计数据,概述了深圳市与新加坡的建筑施工噪声污染问题现状。其次,针对深圳与新加坡的建筑施工噪声管理体系进行调研,通过监管体系、法规标准体系、噪声污染防控重要措施三方面对两个城市当前的建筑施工噪声管理体系进行介绍。最后,阐述对比了深圳与新加坡在建筑施工噪声管理体系上的异同,对比分析现阶段两地在建筑施工管理工作上面临的挑战,并从法律法规、创新技术、企业激励及公众交流等四个方面提出深圳市建筑施工噪声管理体系优化发展建议。As one of the largest cities in China,Shenzhen has experienced rapid urbanization and infrastructure development in recent years.However,this progress has led to a notable increase in the construction noise pollution,prompting numerous complaints from its citizens.Based on government reports and statistical data,this study summarizes the current situation of construction noise pollution in Shenzhen and Singapore.Secondly,the construction noise management systems of Shenzhen and Singapore are investigated in three key areas,including regulatory frameworks,relevant laws and regulations,and important measures for noise pollution prevention and control.Finally,this study expounds the similarities and differences between Shenzhen and Singapore in the construction noise management system,compares and analyzes the challenges still faced by the two cities in the construction noise management work at the present stage,and puts forward several suggestions to optimize the construction noise management in Shenzhen from four aspects:laws and regulations,innovative technologies,corporate incentives,and public communication.
