摘 要:历史街区既是空间生产要素,其历史与艺术价值又具有公共物品属性。随着历史街区作为消费空间逐渐衰落,消费空间和遗产保护的矛盾暴露出来,探讨历史街区的“资本—价值”规律对其可持续发展尤为重要。该文首先从空间生产的角度出发,将城市历史街区更新的关键总结为“遗产价值、空间治理、人的生活”三要素,并提出三要素间的互动循环模型,及历史街区更新的本质是在三要素的循环中完成利益关系的调整及空间利用的迭代演化。其次,运用该模型分析了城市历史街区从工业时代到消费时代的更新演化。再次,当历史街区逐渐衰落,各种矛盾暴露出来,以太原市钟楼街改造为例,分析改造前、中、后的矛盾关系,说明依靠商业升级难以解决历史街区的可持续发展问题。该文提出重塑历史街区的“公共价值”,当前历史街区更新的定位应该成为基于历史环境的平台型城市公共空间,人们在这里创造价值、共识共治、共益共享。Historic areas are not only spatial production factors but also public goods with historical and artistic values.With the gradual decline of historic districts as consumption space,the contradiction between consumption space and heritage protection is exposed,and it is essential to explore the"capital-value"law of historic districts for their sustainable development.Firstly,from the perspective of spatial production,we summarize the key to the renewal of urban historic districts as three elements of"heritage value,spatial governance,and human life".We propose a model of the interaction cycle among the three elements.The essence of the renewal of historic districts is to complete the adjustment of interests and the iterative evolution of spatial utilization in the cycle of the three elements.Secondly,the model is used to analyze the evolution of urban historic districts from the industrial era to the consumer era.Once again,when the historic district gradually declines,various contradictions are exposed.Taking the transformation of Bell Tower Street in Taiyuan City as an example,we analyze the contradictory relationship before,during,and after the transformation,which shows that it is difficult to solve the sustainable development of the historic district by relying on commercial upgrading.We also propose to reshape the"public value"of historic districts,and the current positioning of historic districts should become a platform urban public space based on the historical environment,where people can create value,consensus,and common governance,and share the benefits.
