摘　　要：“隔离墙”包含有形的物理墙和无形的数字墙,其分隔、划界、限制和过滤的动机与功能突显出重要的政治意涵。全球边境隔离墙数量持续增长,跨境数据流动限制日益增强。隔离墙发挥的政治功能逐渐超越其安全功能,多重形态隔离墙的建构过程及其意义值得探讨。作者以存在性威胁判定、安全化过程施动和安全外化结果呈现为主线,构建了安全化施动议题的五条梯级形态路径,即定位行为路径、框定行为路径、渲染行为路径、输出行为路径和具象化行为路径,揭示了“隔离”的思维意识与“墙”作为象征符号之间的联系。这一复合式分析框架旨在呈现安全化行动的升级,通过分析以色列约旦河西岸隔离墙问题与欧盟跨境数据流动限制,可在一定程度上对该框架进行验证。隔离墙的兴起不仅是对逆全球化现象突显的一种映射,也反映了当前全球化背景下国家主权强化的重要现实。“Separation”barriers include clearly defined physical walls and invisible digital walls.Their functions are to separate,delineate,restrict,and filter,highlighting significant political implications.The number of wall-like barrier structures along global boundaries and restrictions to cross-border data flows is continuously increasing,with their political function gradually surpassing their security role.It is worthwhile to discuss the construction process and significance of multiple forms of“separation”barriers.With existential threat assessments,procedural actions,and the externalization of security outcomes,a five-level stepped process of behavior pathways is created:identifying behaviors,framing behaviors,glamorizing behaviors,outputting behaviors and concretizing behaviors.It reveals the connection between the“separation”concept and the“wall”as a symbol.The purpose is to present politically prioritizing actions.The paper focuses on the prioritized-constructed issues of the Israeli West Bank barrier and EU restrictions on cross-border data transfer,providing empirical examples of the securitizing process.The rise of“separation”barriers is both a reflection of“globalization backlash”and a response to the intensified concept of sovereign power.
