摘　　要：经济学家蒋硕杰在1970年代以“五鬼搬运说”闻名于相关学术领域,此想法早在他留学于英国时就已经萌芽。他于1945年得到伦敦政经学院博士学位后返国,任职东北行经济委员会,次年到北京大学经济系后任教两年。经胡适向蒋介石引见,研讨稳定金融券事宜。1948年来台后短暂任教台湾大学,随即赴美,在国际货币基金组织任职10年。其间曾多次回台向尹仲容建言,并于1958年膺选为中研院第二届院士。1960年后任教罗彻斯特大学和康奈尔大学。1969年回台向蒋介石建议税制改革,并应邀担任“行政院赋税改革委员会”委员。1980年回台筹备成立中华经济研究院,不但向当局建言,并一直以胸有丘壑的态度面对不同的声音,笔战30年。其理论因此有机会实践,并成为学界与财经当局相辅相成的典范。Economist Sho-Chieh Tsiang gained prominence in the 197Os with his concept of the"a devilish kind of act of burglarg,"which originated during his studies in the UK.After receiving his Ph.D.from London School of Economics and Political Science in 1945,he returned to China and worked for Northeast China's Economic Commission,and the following year,he taught at Peking University for two years.Hu Shih introduced him to Chiang Kai-shek to discuss stabilizing the financial bond system.After arriving in Taiwan in 1948,he briefly taught at Taiwan University,china before moving to the United States,where he worked for the International Monetary Fund for a decade.During this period,he made several visits to Taiwan to offer advice to Yin Chung-jung.In 1958,he was elected as a member of the second session of the Academia Sinica.After 1960,he taught at the University of Rochester and Cornell University.In 1969,he returned to Taiwan to suggest tax reform to Chiang Kai-shek and was invited to serve as a member of the Executive Yuan's Tax Reform Committee.In 1980,he returned to Taiwan to help establish the Chung-Hua Institution for Economic Research,where he not only advised the authorities but also faced differing opinions with an open-minded attitude,engaging in intellectual debates for 30 years.His theories thus had opportunities for practical application,becoming a model of collaboration between academia and financial authorities.
