摘 要:针对公共服务获取的“权利平等”何以提振居民消费需求的问题,基于中国劳动力动态调查,实证评估“租购同权”政策对租房群体消费差距的影响。结果表明“,租购同权”政策显著提升租房群体的消费支出,降低租房家庭在其所在参照组内受到的消费相对剥夺。机制分析发现“,租购同权”政策可通过提高租房群体的基本公共服务可及性,进而影响其消费相对剥夺。异质性分析表明,政策效果对处于房价较高地区、财政能力较强地区、年龄较高、以低技能劳动力为主的家庭缓解作用更强。Regarding the issue of how“equal rights”in accessing public services could boost consumption demand,this study empirically evaluated the impact of the“Equal Rights for Renters and Tenants”policy on the consumption gap of the renting households based on the China Labor Force Dynamics Survey.The results indicated that the“Equal Rights for Renters and Tenants”policy significantly increased the consumption expenditure among the renting households and reduced the relative deprivation of consumption experienced by the renting households within their respective reference groups.Mechanism analysis revealed that the“Equal Rights for Renters and Tenants”policy could affect their relative consumption deprivation by improving the accessibility of basic public services for the renting households.Heterogeneity analysis showed that the policy effect was stronger in regions with higher housing prices and stronger fiscal capabilities,as well as in households with older members and those primarily composed of low-skilled labor.
